From the description you give my first suspect is that either the pump outlet cover screws are loose or the pump cover gasket is not sealing properly. 
Even though the lower spray arm is rotating, you could have a clog or restriction in the sump area that is preventing the upper spray arm from getting water pressure. If you find no problems in the feed tube, I recommend that you access the chopper blade area to check for a clog or restriction.

Thanks for contacting ManageMyLife.com. I understand your concern with your dishwasher. The Clean Light flashing indicates the water temp was below 120 degrees. For your model you would push the Sani Rinse, Heated Dry, Sani Rinse, Heated Dry, Sani Rinse, Heated Dry. This usually clears the error. A way to prevent this would be to run the hot water for a few minutes in the sink before using it. I hope this helps.

A broken or faulty heating element will cause problems. If the dishwasher is not able to raise the water temperature to satisfy the control board it will cause the clean light to begin flashing and disable the dishwasher. The heating element is necessary because it will heat the water in normal cycles as well as the Sani-Rinse, Pot scrubber, Hi-Temp. The heating element #W10134009 for Kenmore dishwasher model 665.17512200 can be ordered from Sears Parts Direct.
