Thank you for your question.

To remove the lower spray arm you will need to hold the spray arm from rotating and turn the spray arm nut clockwise (CW) until you can lift the spray arm off.

I'm looking at your model number 66517374301 and it is possible that something small may have fallen on the heating element and did not burn off completely. Once the heating element is active it may continue to burn off. I recommend looking in the unit when you begin to smell the burning. Check around the control panel ect. Try to determine when you smell the burniing, whether it is during a certain cycle or not. I hope this information helps with your troubleshooting. Upper spray arm does not spin 66517374301 Kenmore Dishwasher

A:

Check to see if the spray arm is hitting the bottom of the upper rack. The clip mount that holds the front of that spray arm manifold is offset. If that mount is clipped on backwards, the spray arm will hit the bottom of the top rack and fail to spin. 

 

Check the spray arm for cracks or splits. Make sure that the spray holes are clear (not clogged with deposits or debris). 

 

If the water pressure going to the upper spray arm is too low, then the spray arm will not spin in that situation either. You may need to check the chopper blade area of the sump as shown in this previous answer: http://www.managemylife.com/mmh/questions/291022-kenmore-elite-dishwasher-model-number-665-13112k701-making-noises-pump
