The serial number indicates that it was manufactured the 46th week of 2005. It is around 7 years old.

A repair will normally cost at least $150 in most situations. The repair can cost as much as $500 (or more in some cases). You can have a Sears Technician examine the dishwasher and give you an estimate of the repair by scheduling service. Here is a link for the service website that will have the trip charge for your area: Sears Home Services . You can decide whether to repair the dishwasher based on the estimate if you decide to have it examined.

You can buy a Sears Service Smart Protection Agreement for around $229 that would cover the cost of the initial repair (up to $500 for parts and labor). That agreement would continue to cover the dishwasher for a full year. You can have as many visits as necessary during that year to repair the dishwasher. If a single visit costs more than $500 for parts and labor then you can either pay the extra amount (if the amount is small) or you can get $500 credit towards a new dishwasher at Sears. You can call Sears at 1-800-469-4663 (1-800-4MY-HOME) to discuss the details of that Service Smart Protection Agreement and set up service if you choose.

Why does the soap dispenser solenoid on my Kenmore model 66517019402 dishwasher buzz all the time?

From the description you give the relay or neutral side triac are shorted and both are part of the control. Most likely the control will have to be replaced for this problem.

The image below contains the wiring diagram for your dishwasher and since you're comfortable and confident in your do-it-yourself skills (you replaced the dispenser) replacing the control should be no problem.

There is one thing to check first if you have access to a volt/ohm meter and are comfortable reading live voltage. Extreme caution must be used but since the new dispenser is doing the same as the old I'd recommend checking the voltage at the door switch. From black to white should be approximately 120 volts and if checked to cabinet ground the black wire should have voltage but the white wire to cabinet ground (metal frame) should be 0 volts. Reverse polarity can cause these types of problems but usually problems are with new installations.
