Definitely having to do repairs yourself can be a challenge to help in determining if you have the right part I would suggest visiting Sears parts direct.com where you can view a diagram of all parts available for your Dishwasher, you also may find a direct number were you can speak with a parts associate regarding the correct part neede. I have confirmed the part is correct. The people at sears have not been able to help me. Whirlpool sends you to a third party parts distributor. W10428023 will not work with the spray arm from 6651688581

Thank you for your question and I understand your concern.

We have not had any reports of the lower spray arm fitting too tight to spin.

Did the new pump assembly come with a new nozzle cap that is used to hold the spray on? If you didn't, that may be the reason why the spray is not tuning freely. If you place the lower spray over the pump outlet, will it spin freely before screwing the nozzle cap on? From what found, the new pump motor assembly should come with a new nozzle cap and new start relay and the new nozzle cap should be used and the new relay installed.
