Q:

What would cause my dishwasher to be noisy and why does the lower spray arm seem loose?

A:

I added an image below of the lower spray arm (key#22), bearing (key#24) and the nozzle cap (key#23).

The spray arm sits and spins on top of the pump outlet (key#14), the bearing (key#22) sits on top of the spray arm and the nozzle cap (key#23) fits through the bearing and threads onto the pump outlet to hold the spray arm down. It is normal for the spray arm to fit loosely. It should wobble slightly and rotate with ease.

The noise could be caused from worn motor bearings if it doesn't sound like a hard object grinding in the impeller areas. Without being able to personally hear the noise I will not be able say what is causing the noise.

Q:

What does error code "LO" mean for a Kenmore UltraWash II Dishwasher?

A:

If you have “LO” in the display, this indicates that the wash water temp did not reach the thermostat set point. This could indicate a problem with the incoming water temperature, thermostat or the heating element. The soap door not opening problem will need to be checked with a volt meter to determine the failure.
