just installed a used kenmore ultra wash sensor atc quiet guard dishwasher. it fills with water but will not wash. if u cancel it will drain the water...what

From the description you give I suspect the problem is with the main circulation motor.

The fact the dishwasher will fill and drain means the door switches and thermal fuse are okay.

The circulation motor has two wires, red/black and blue, going to it. Check the connections are okay. Most likely the connector came loose during the move/installation and is causing this problem.

From the 2 wire connector the motor can be ohmed for resistance if a meter is available and you're comfortable using it.

I understand the dishwasher goes through cycles but does not not fill enough to clean dishes. From what you’re describing on something like this I recommend replacing the water valve. The water valve is time filled by the control & if you do not get enough water during the allocated time then the water valve is defective. Another possibility is too low of supply water pressure. Remember to disconnect power before attempting to remove panels & replace parts.
