I can understand how important it is to have your dishwasher working properly. If the top spray arm is not turning because of low water pressure there can be several causes. The problem can be subtle and hard to pin down but there are a few things to check. I assume the upper spray arm worked at one time. There is a hose on the left side of the tub that if dropped during installation will result in low was pressure.

If the rack is adjustable try lowering/raising the rack to see if there is any improvement. The water delivery tube in the back has two docking ports. When the rack is docked in one the other should shut and not allow any leaking past it. The middle spray arm should turn easily by hand. The water level should be just below the element. If it seems low try adding a little water and see if there is any improvement.

Most likely the problem is in the sump. It may be the filters are partially clogged and I would suggest you check the filters and check the sump for any debris that might cause a restriction to the water flow. The first thing to confirm is if the dishwasher is level from side to side and then front to rear. It's always a good policy to have the front of the dishwasher a little higher than the rear. Make sure the lower spray arm is not split or cracked. This can also cause a wave action in the tub.Make sure that the spray arms are rotating properly. Use care when loading the dishwasher. Avoid blocking spray arm rotation. These tips may help. If you need more assistance, reply with additional details.
