From the information you have provided above, yes, that would be a reason the dishwasher isn’t rinsing correctly. Unfortunately there is no way to just get the seal. The manufacturer only offers it as the complete deal. The part number for the feed tube is 8558964.

The cleaning light flashing does indicate a heating problem but it not always the element at fault. The problem might be the control, hi-limit thermostat or even excessive suds. It might even be a siphon problem where the water fills and drains at the same time. Make sure there is water in the rinse cycle. The thing you should try first is to enter and run a diagnostic cycle. The instructions are in the image below. Once the test is run the dishwasher should be usable again. It may work okay or it may start the clean light flashing again after 2-3 cycles. While it does work try running a high temp wash or Pots/Pans cycle and check the water mid cycle and see if it is getting heated. If you check the water at the beginning of the cycle and in the middle you should notice some water heat. If not then the control, thermostat or element may be at fault. You can ohm, check continuity, the element and thermostat for continuity. If one has an open circuit then it is bad. I hope this information is helpful to you.
