Thank you for your question.  I am sorry you are having problems with your Kenmore 665.16022400 dishwasher. 

The dishwasher can be operated with the spinner missing but the lower and upper spray arms will not have as much pressure as when the spinner is inplace.  The upper rack will not clean as well with the spinner missing.  The spinner can be replaced as a do-it-yourself project.  You can reply below with any additional details or questions for further assistance.

The images below may be of assistance to you. First remove the upper rack by removing the front clip. Next use a screwdrive to remove the screw holding the feedtube to the top of the dishwasher. Unsnap the old spinner if still in place. The new spinner will have two snaps. Place the pin on top of the spinner and feedtube. Snap the plug onto the pin.

Good morning.... I can understand how a blinking dishwasher can raise a concern to the owner... A clean light blinking 7 times is somewhat common. I located a link that I have provided below that has a person whose clean light is blinking "continuously". Review what an expert told this person and keep in mind that an expert will respond to your question as well. You should hear from them within two business days if not sooner. Thank you for submitting your question. The clean light blinking 7 times indicates a heater circuit failure or control board failure. Serge by checking the heating element, thermostat, and the door switches; you've checked the heating circuit. You either have a bad control board or you're experiencing a wiring issue. If you've had the new control board for under 90 days, you can return it for replacement of a new board. If the new replacement continues with the same problem then the issue will be with the wiring. I apologize for any delays. The soap dispenser is not going to effect the heating circuit and cause the clean light to blink. The unit would still run if the soap dispenser is defective. As I stated before, I believe you're issue is either with the bad control board or you're experiencing a wiring issue. I recommend service.

First I suggest you try to select another cycle. When the keypad is blinking it may indicate a stuck or shorted keypad. If you can't select the cycles and options then likely the console/interface has a stuck or shorted keypad. If you can select the cycles and options then I would suggest checking the door switches for continuity if a meter is available. Remember to turn the power off first.
