Terry; A flashing light above a key generally indicates a faulty control panel. In order to verify if the Normal cycle push button is stuck or shorted, the key pad would have to be tested per the information I added in the image below. I recommend calling a service technician to diagnose if it has faulty control panel or a faulty electronic control.

If that clean light was staying on solid and not blinking, then you could have a problem with the door switch or the electronic control board in the console. If it was blinking 7 times then that link for a previous answer that Marc H. posted in the above response may help you resolve that problem. If the clean light blinks quickly and does not pause, then that normally indicates that you have a problem with the control panel or the electronic control board in that console. Your details seem to indicate that you moved past that problem for now. If you need more specific help with that failure, reply with additional details and we will assist you further.

The noise that you are describing in that type of dishwasher often indicates that you have a foreign object (like a piece of glass) stuck in the chopper blade area of that dishwasher pump assembly. Here is a video that shows how to access that chopper blade area in your dishwasher. I recommend that you check that area. If you find no problems there, then that sump and motor assembly may need to be replaced. Here is a video that shows how to replace that sump and motor assembly. Be sure that you shut off the house circuit breaker for the dishwasher before accessing internal components.

Thanks for taking the time to submit a question. If the dishwasher will not start then I wouldn't expect it to drain. If you have no lights or display and nothing works then I suggest you check the thermal fuse in the console first. If the thermal fuse is bad then there will be no lights and nothing will work. It can be checked for continuity if a meter is available. The thermal fuse can be obtained from the following link: Kenmore Dishwasher Thermal Fuse . If the drain hose is removed from under the sink and lower beneath the water in the tub then it should drain by gravity. Have a container available to catch the water.

Checking continuity simple means the circuit is not open. Most meteres will confirm a good circuit with a beep. If you check a wire then with a meter probe on both ends the meter will beep if the wire is not broken. We prefer this check since it is always done with the power turned off. If you get a meter there are a few excellant how to use a meter videos available through Google.
