Thank you for submitting your question. Yadira has provided you with good information. The water pressure developed by the pump and motor assembly shooting through the holes of the spray arm causing them to propels around. If the dishwasher is not getting the proper amount of water or if the pump and motor is not running, the spray arms will not rotate. Make sure the spray arms are not restricted at the holes (mineral build up) and make sure they spin easily and aren't binding or hitting something. Then I recommend following the advice of our Expert Lyle and make sure the chopper blade assembly is clean. If this checks good, then due to your noise and the arms not spinning the issue will be with the pump and motor (675800A) assembly and it'll need replacement. Thanks for your question about the spray arms in your dishwasher not turning. I will be glad to assist with this problem.
The spray arms are propelled by the dishwasher pump moving water through the arms. The more water forced through the spray arm the better it turns and washers the dishes.
The most common reason spray arms do not move are, low water level in dishwasher. After filling the bottom of the tub should be covered with water up to about 1 to 1 1/2 inches all ac cross the bottom, front to back side to side. If it is not then you should check the water supply to the dishwasher at the inlet fitting.(turn water and power off disconnect the water supply line, place end of line in a bucket or large pan , turn water on and you should get a fast volume of water flow.(turn water off quickly)
If you have good water supply to inlet valve but low water level inside dishwasher then you should replace the inlet valve. here is a link to the valve; Inlet Valve
Should you determine that there is plenty water in the tub, but it still won�t turn the spray arms I would suggest cleaning the arms first, then if no better, the pump would be the problem and I would recommend calling for service. If you have lights then the thermal fuse is okay. From the description you give I suspect the console has a stuck or shorted keypad.

One thing to try is to access the control board and remove the ribbon connector to the interface and then hook everything back up and hope for an improvement.

The image below may help with this. Remember to turn the power to the dishwasher off first.
