I am sorry and do understand your frustration when there is problems with the dishwasher.
 
Glad to help out.   Im  looking at your Kenmore Diswhasher model number 66513963K010.

1.  Check water hardness.  If below 10 grains,  then be instructed to use less detergent and to recommend the 1 hour wash cycle.

I see you have used the same detergent so let me see what the other problems can be.

1.  Too much detergent being used?  

2.  Was rinse aid spilled inside the tub?
Spilled rise aid can cause foam and lead to overflowing.  Wipe up any spilled rinse aid with a damp cloth.  To avoid rinse aid leaks, make sure the cap is securely attached.

(If surds are present)
A.  Use a plastic cup to scoop out as many suds as possible.
B.  Remove dishes from the dishwasher and add 2-3 tablespoons of vegetable cooking oil to the bottom of the dishwasher to suppress suds.
C.  Run a full cycle with no detergent or dishes.  
D.  Folow up using a full cycle;  Fill dispenser cupps with detergent, but do not add any dishes.

3.  Is rinse aid dispenser leaking?
If the dispenser is empty within 1 week of fully filling, there may be a leak within the dispenser, which can create over sudsing.

The dishwasher is now giving the same oversudsing error even when I don't use any detergent at all. I did install a new turbidity sensor in the sump but it didn'thelp. Also, we have never used a rinse aid.

My same model dishwasher is doing pretty much the same thing as described above. I have tried all of the above solutions and the oversudsing display still comes up right at the end of the wash cycle even though there are no suds in the dishwasher.(with or without detergent). It is not stated above how the problem was ultimately solved. I purchased my Kenmore Elite dishwasher in November of 2012.

Turned out that the sump seal had started to leak, which caused soapy water to get into the diverter valve, which made it not divert water correctly, which then allowed the water pump to cavitate (pump is starving for enough water, which is also what happens when pump sucks soap bubbles), which turbidity sensor sensed as a soap bubble problem, which caused unit to shut down. When I called to schedule a service call, the first thing the Sears representative asked was not what was wrong but whether or not I wanted to sign up for a 1 year protection plan for $200 to cover anything that is broken - otherwise the service call cost would be whatever parts and labor are required to fix the unit. Luckily I took the protection plan, because the parts and labor would have been $461.00! Repairman said you just can't replace the leaky diverter seal; you have to replace the whole sump, which comes with a pump motor and diverter valve. Needless to say, I am very disappointed in the quality of this Sears product and the attitude of the phone representative. However, the Sears repairman was very professional.

The control board governs the functions of the dishwasher according the selections you make on the control panel.
