Q:

will not start. only high heat, sani rinse, heated dry buttons respond with their related LED lights on the control panel 66513849K601 Kenmore Dishwasher

Remove the lower toe panel and the electrical junction box cover and remove the wire nuts connecting the power supply to the dishwasher and check and confirm the voltage supply. Note: Disconnect the power cord or flip the breaker off before removing the electrical junction box cover and wire nuts. You may find just a bad or burnt electrical connection when you remove the plasitc wire nuts. If the wiring looks good, then I would replace the main control board.

From the information you have provided above, I can understand the frustration of having your dishwasher  malfunction, after researching model number 665.13849K601.   In most cases it’s going to be the control panel that has the actual buttons on it you’ll want to replace. However in this case it’s hard to tell. You can take a chance replacing the panel and see if that fixes the issue or have a technician diagnose the issue.

All of the water coming to the upper spray arm comes through the feed tube. If the feed tube is blocked or the probe flapper is hung open, water will not flow properly to the upper spray arm. Be sure that when you push in the upper rack the manifold probe is in position in the feed tube. Try adding more water in the tub to see if the upper spray arm starts rotating. Other possibilities; low water charge, cracked spray arm & poor wash pump performance.
