From the description you give I suspect the water is not circulating or there is not enough water.

I can most likely help you with this problem but a model number of the dishwasher would be helpful.

One thing I suggest is you check the water level at the beginning of the cycle and then check the water level again in the final rinse.

If you can reply with a model number I can help you further.

Something else you can try is to enter and run the diagnostic cycle. You can at least verify all functions. See the image below. Don't forget to check the water level as suggested above.

I checked the water level at the first fill and it is at the correct level. With no dishes in the washer it took 5 minutes to go to the wash cycle. The sensing lite was on. the final number on on the display was 84 for anormal cycle. Upon opening the dishwasher i found that the bottom arm had not move after 10 minutes. any new suggestions will be appreciated . Thank you for your quick reply.

If the spray arm is not turning in the cycle but does turn when you flip it with a finger then for the next step I suggest getting into the sump and checking for any obstructions or clogged screens. The image below will help with this. Let me know how things go.

If the wather is draining okay but suds and soap bubbles then my first suspicion is too much soap or a leaking rinse agent dispenswer. Try running a cycle with no soap and see if you still get suds.
