Q:

Dishwaher top arm does not spin. Kenmore Elite 13763K

Thank you for the question.  I am sorry for the problem with your Kenmore Elite 665.13763k600 Dishwasher.  From the description of the problem two potential suspects come to mind.  The first would be the Feedtube that delivers water to the upper and middle spray arm.  The feed tube has two docking ports.  If the spray arm works in one position, say lower, but does not work in the upper position then the feed tube may be the problem.  When the rack is docked to one port the other should seal itself.  If it does not seal then water may spray from the open seal robbing the spray arm of water.  The opther possibility is the Turbo Zone is turned on all the time robbing the upper spray arms of water.  Is the LED light above the Turbo Zone option illuminated?   The keypad may be stuck turning the Turbo Zone feature on all the time or the turbo zne mainfold may be the problem.    Try turning the Turbo Zone option on and off and see if there is any improvement.   If you run the unit and open the door suddenly is there any water coming out of the Turbo Zone Sprayer?  I hope this helps.  You can reply below with any additional details for further assistance.  I can assit with do-it-yourself but first lets try to pin the problem down.  Thank you for using Manage My Life.

Thank you for being there! I always use that Turbo zone option so that answers that! Will turn off the Turbo Zone!!! Now onto the problem of the attached rotating arm under the top rack not turning. I can spin it around myself. Just doesn't spin during the wash. Can I fix that ourselves with a new part or is that a professional coming in? Thank you!

I believe the best option would be for a technician to come to your house to solve this problem. There is a wax motor that controls the Turbo Zone function. The dishwasher would need to be pulled out to check the wax motor. Try docking the upper rack in the higher and lower docking port and see if there is any improvement.

I've submitted a similar problem, non spinning middle (below the top rack) wash arm and lots of humming/whining noise during operation. I lowered the top rack to use the lower docking port and the upper docking port does not close, why is that? It appears that it is just a rubber plug and that water pressure would close it when not in use. Dishes on top rack are not getting clean and I suspect it is due to the non rotating wash arm. This arm rotates freely by hand, but I put it in a certain position, run the dishwasher, open the door to check the wash arm position and it has not moved. Tanks. john

If your hearing the drain pump running when Cancel/Drain is pushed and it does not completely drain after the unit stops running then I would suspect a restriction in the drain hose or where it connects under the sink or possibly a kinked drain hose.
 
To start a diagnostic cycle, press HEATED DRY -- NORMAL -- HEATED DRY -- NORMAL and then it will go through a service diagnostic test.

If water is less than 1 inch of water standing in the bottom of the tub after the cycle is completed, it is normal for some water to remain in the dishwasher around the pump module. Some water in the bottom of the tub around the pump module is normal. This is to prevent the pump seals from dry rotting. The dishwasher run the drain pump at the beginning of the cycle to drain the remaining water that may have been left in the unit or collected while loading dishes.
 
Water should not completely cover the top of the pump module / filter screen. If more than 1" of water is present, there may be a draining issue.
