I am sorry and do understand your frustration when there is trouble with the compactor.

Glad to help out.   Im  looking at your Kenmore model number 665.13619101.

The most obvious to believe will be the on/off switch.  This switch may of burnt out.  Try to shut down the switch from its main power button to check if this will stop the compactor.  You can take out the switch and check to see if reading ohms, to have continuity flowing through.   If yes good if bad then need to look at the top limit switch.  

If the top limit switch is set off too high the ram will not function properly and will reverse the direction in which it usually tends to compact the trash.  Adjust the settings of this top limit switch.  See if changing the settings will solve the problem.

Im looking at your model number 66513619101. Ffrom what you are describing seems to be a bad safety switch.  The safety Switch senses a "misload" and causes the ram to return to the "up" position without compacting. The switch is

 16 SWITCH, DRAWER SAFETY

on the diagram under frame parts.
