Glad to help out.   Im  looking at your Kenmore Dishwasher model number 66513489K900.

I know that it can be very difficult to have issues with your dishwasher. The clean light flashing indicates that the control of the dishwasher detects a problem in the water heating circuit. This is normally caused by a problem with the heating element. It can also be caused by several other problems such as low water fill or a door switch problem. This fault can sometimes be displayed when there is no major component problem. Check the heating element in the bottom of the tub for obvious signs of damage or failure. If the heating element looks okay, you can reset this fault by pressing the following key sequence within 5 seconds: HEATED DRY - NORMAL WASH - HEATED DRY - NORMAL WASH. After pressing these keys, all of the console lights will turn off briefly and then the dishwasher will begin a short diagnostic cycle. I recommend canceling this cycle. The control should be ready to use. If the fault code returns, I recommend scheduling service.

Thank you for your question and I understand your concern.

Based on your symptom and details it sounds like a faulty control panel or the flat ribbon connector is not making a good connection where it connects to the electronic control board.

In order to test to see if the control panel is faulty will require and Ohm meter to test each button operation.

I added an image below with the procedure of checking the Key Switch/Control panel. For example to test the Normal Wash cycle; disconnect the flat ribbon connector and then place the Red (positive lead) on connector P1-13 and the Black (negative lead) on P1-4 and then press the "Normal Wash" button and see if the Ohm meter registers continuity. Check each one of the buttons that do not accept the command when pushed. NOTE: Disconnect the power supply to the dishwasher before servicing.
