A:

update; it appears the whole metal frame of the dishwasher is electrically charged to 20volts, its running fine in the middle of the kitchen so it is not rubbing or bumping up against anything, ground wires checked and rechecked, electrical panel grounded to 1/2 copper grounding poles/rods other side of house from incoming copper water pipe.

For top rack problem first I suggest you try this trick. Place a cup in each corner of the upper rack. Start a cycle and let it fill with water. After a minute or so of washing open the door and check the cups. Each should have an identical amount.

If there seems to be less water then try moving the rack to a different level. The feed tub up the back wall has two docking ports, one for the top rack upper position and one for the top rack lower position. When one is in use the other should be blocked off.

The water level after fill should be within 1/4 inch of the element. You can check the level after fill then let the dishwasher run through the cycles and see if the level stays the same.

Detergent formulas have changed recently. Detergents use less phosphates so more detergent is needed to clean the same amount.
