I am assuming the pad is only torn. If there is a piece torn away and missing, there is not chance to repair the pad. I would use a tube of RTV cement. Glue the top half and let it set 2-3 days, then glue the bottom half and let it set another 2-3 days.

Wash the tear with soap and water and let it dry completely before applying the RTV cement.

Thank you for your question on the buffer pad.

You will need to remove all of the old pad material and use spray contact cement like 3M 77 applied to both surfaces until your finger will not stick to the adhesive and then carefully position it onto the mounting surface. It needs to be centered on the pad holder.

I hope this will help with the installation of the foam pad on the buffer/polisher.
