Sorry to hear of the rope being broken on the bushwhacker. These can be tricky to disassemble and fix, especially if you haven't made these types of repairs in the past. If this is the case, purchasing the rewind starter assembly, part number 5415001000, will be an easier method. If you feel comfortable tackling this repair, the rope is part number 5415001140. 
You can go online and watch some YouTube videos for bushwhacker rewind starter repairs to become accustomed to the process before attempting it. That would be the best thing to do to start with.

Brushwacker 636.796251 leaks when tilted left or right during use or storage all the gas will drain out of it through the metal tube hooked to the carburetor.

A:

It is likely a bowl vent to divert gas out the tube when the carburetor bowl overfills due to the needle valve not seating correctly or if the float is saturated and is no longer buoyant. You will likely need to remove the carburetor bowl and replace the needle valve (key#4) and inspect the float (key#8).
