Thank you for your question.

I can understand wanting to know why the softener is not making brine.

If the flow plug was not in place it will not draw brine but it should fill.

I would pull the foot valve in the brine well and clean all the components.

Kenmore Water .

I have given you the interactive water softener site and it will direct you through checking all the components and making sure they are all in the correct order in the venturi.

In theory, the next time the softener cycles, it should correct itself. I've always taken the excess water out and tried to get the water level down to the salt level just to be on the safe side.

If you got the drain unplugged and the softener cycles and fills right back up with water, you will want to check the seals in the main valve body (under the motor). Most of the time when this happens, there is a blown seal that causes it to happen.
