The valve should be able to move by hand. It shouldn’t be very easy to spin by hand, but it shouldn’t take a whole lot of pressure to move it. If it’s hard to turn that could very well be what caused the motor to fail on your softener.

I would recommend getting a seal kit for the main valve before putting the new motor on the unit.

On the sub for 7185495, that is 7185487. If I don't have the white seal in my softener, do I use the one in the kit? Does it come with instructions? Also how can I tell if the rotor needs to be replaced at the same time. My problem is it's very hard to turn by hand.

Thank you for your question.  I am sorry for the problem you are having with the Kenmore625.348600 Water Softener. 

The brine valve hose should connect to the float valve in the brine well.  Be sure to lubricate the o-rings with silicone lubricant.  You can reply below with a few more details for further assistance.
