You really need to connect the water up in order to really tell what's going on with the softener. There is a turbine and sensor that "reads" when water is coming in or not and it may be that the board (controller) is reacting to no turbine movement. I've also attached a link below to the Kenmore water site. There is an interactive trouble shooting tool there that will assist with diagnosing this for you.

You asked if it's worth fixing if the board is bad and in most cases, I would say that it is. The board is not cheap but it's certainly cheaper than replacing the whole unit.

Connect the water to the softener and then go over the interactive troubleshooting tool and see what happens. Also, for what it's worth, I believe that one switch is likely bad but that may not be all of the problem.
