The component you are describing is the defrost timer and it cannot be adjusted, when you turn the cam it will advance into a defrost mode, and if you keep turning it will advance out of the defrost mode. This component is like a clock and will operate by itself. Unless it id bad and the results will be a frosted freezer coil that will stop most cooling. If you refrigerator is running a lot but not cooling there may be a sealed system issue requiring a certified refrigerant ion technician. It looks as though this model of Kenmore, manufactured in and around 1997, does not utilize an internal water filter. Filters didn't become the "norm" until the early 2000's, even though some throughout the 90's used them.

Even though this model doesn't have an internal water filter, you may still filter the water with an in-line water filter you would install on the back of the refrigerator. For convenience purposes, I have included a link below so that you can view the in-line filters available and pick the one that matches your filtering needs.

I did some research, it appears your model does not have a filter. I have included troubleshooting tips from the manual for your model that you can try. The troubleshooting tips begin on page 17 of the manual.
