Im looking at your model number 59651679100. Both the dispenser lock and water button must be pushed at the same time and held for 4 seconds. The green light flashes 3 times when the indicator is reset.
The dispenser does have a light bulb that might be blown. I have included the part number and a link for the section.

There are a couple of possibilities. The most probable is that the water valves located on the back of the machine are letting water by when they are off. Your machine has two. You will probably have to use the process of elimination method to figure out which one has failed.
The other possibility is that the water line to the icemaker has frozen in the back and is only allowing drops to get by and this will also cause a block of ice.

How can I fix a jammed ice dispenser in my Kenmore refrigerator?
You could have an ice chip build-up that is causing the auger to snap out of place. If you have not cleaned the ice bucket recently, I recommend pulling it out and running hot water through the bucket to clean out any ice chips and shavings. Turn the ice maker off temporarily while the bucket is removed from the freezer. Let the ice bucket air dry completely before replacing it in the freezer.
Dull or bent blades could be jamming the ice dispenser assembly and causing the auger to pop out. If you can use cubed instead of crushed ice, you may be able to avoid repairing the dispenser for a while. Eventually, you may need to replace some of the parts in the dispenser to permanently fix this problem. Replacing the whole auger assembly (part number R0156803) is usually more practical that replacing individual parts.
