I am sorry and do understand your frustration when there is problems with the refrigerator.
 
Glad to help out.   Im  looking at your Kenmore Refrigerator model number 59650694000.
 
You have taken care of the lines so most likely it is the new water valave you will be needing.   When the valve closes and it is a double valve then it stops water from going to its destinations.
 
Below is how to check for a water valve problem.
 
NSTRUCTIONS TO CHECK WATER VALVE:
 
1.  Pull the refrigerator out from the wall to where you have room to work on the back of it.   Unplug the refrigerator also.   
 
2.   Look for the water solenoid.  It will have the main water line coming from the bottom and one or two lines from the top.  Remove the solenoid with the screws that hold it to the refrigerator, then unplug the plug that corresponds with the icemaker water line.
 
3.  Make a hot test-cord from any 110-volt electrical cord. Using crimping pliers to cust the end of the cord, and skin the two wires back.  Attach 2 alligator clips to the wire ends.
 
4.  Clamp the 2 alligator clips onto the 2 bare terminals of the solenoid.  Place a bowl on the floor beneath the solenoid so that the top is pointing towards the bowl.  Plug the hot-test cord into an outlet, but be very careful --the current will be flowing into the solenoid through the aligator clips.  Don't touch the clips or the terminals on the solenoid.  If the solenoid shoots water into the bowl, it is good.  If no water comes out, then replace the solenoid.
