Thank you for your question. If there is no cooling at all taking place, it first needs to be determined if the compressor is running. If the compressor is running, the problem will probably be in the seal system or with the compressor. It could be a low charge, a restriction or the compressor may not be pumping properly. These are checks a technician will be required to make. Check to see if the condenser fan motor next to the compressor is running. If it quits, the compressor will overheat and the safety overload will shut it off. The low voltage board in the dispenser is a receiver board and will not cause this type of problem. The main board, located behind the unit controls all the functions. Also listen for a clicking sound every couple of minutes from under the unit. If you hear this sound, it will be from the starting device on the compressor. This could be a weak starting device or the compressor is locked (stuck) and causing the starting device to trip. I had a Sears repairman come out and upon taking the plate off the freezer coils, which were partially frosted, he told me it was a freon leak which cannot be repaired, and that I would have to get a new refrigerator. I just can't believe that a partially cold refrigerator cannot be repaired!

Leslie, in most cases, a refrigerator can be repaired. However, with a leak, it will depend where the leak is located. If it's inside the cabinet, it will not be serviceable.
