Portable Dishwasher not filling with water. 58717252202 Kenmore Dishwasher

Thank you for your question and I understand your concern.

I must assume the dishwasher fill/drain hose coupler is connected to the faucet and you have the hot water turned on. 

The first thing to check is the float dome located inside the dishwasher at the front left corner. If this float dome is missing or if it is stuck in the up position, the float switch will break the electrical circuit to the water inlet valve and it will not fill. Slowly lift the float up a little and then see if it will slide back down all the way. If the float dome moves freely up and down, then it could have a faulty water inlet valve, float switch, timer or a loose wire connection in the fill circuit. 

If you turn the timer dial to far past the beginning of the cycle, it will skip the fill cycle and it will not fill again until the timer advances to the next fill cycle.

When setting the timer dial to start a cycle, latch the door first and then slowly turn the dial one click at a time until you hear the motor start. Once the motor starts, do not rotate the timer dial any further or you can pass the increment for fill.

If the dishwasher does not fill following my advice above, then it could possibly have a faulty water inlet valve located under the dishwasher. A volt/Ohm meter will be needed to test the water inlet valve and to test the voltage supply at the water inlet valve. I added an image below of the wiring diagram to reference.

NOTE: Unplug the dishwasher from the power source before servicing. I also do not recommend measuring the voltage supply at the water inlet valve unless you have experience and feel safe and confident in doing so, otherwise I recommend calling a service technician to diagnose and repair your dishwasher.

I understand your concern. The drain impeller/lower impeller should simply pull off. It's likely stuck. The seal assembly will likely need to be replaced.
