Sorry to hear of the issue you are having with the Briggs engine and carburetor, I know how frustrating that is to have occur.
You are right. It sounds like the needle/seat inside the carb are sticking, allowing a free flow of fuel into the carburetor, which may end up leaking out of the air box. This could also have inadvertantly caused fuel to mix with the oil in the crankcase, so after you clean, or rebuild the carburetor, we would recommend performing an oil change. 
You may be able to do a thorough cleaning of the carburetor to fix the issue, paying close attention to the needle/seat area of the carb. However, if it looks pretty gunky inside, a rebuild would be the next best thing to do.
