This could be due to hard water build up on the wand. Get a product like CLR and soak the end of the wand in the solution for the allotted amount of time. Then rinse it off and see if anything changes. You may have to do this a couple of times. If that fails to change anything, spray a very liberal amount of penetrating oil on the end of the wand and allow it to soak in for a bit and then try to move it.

If those both fail then I would say you need to replace the wand.

There is a square key that goes on with the pump and crankshaft from the engine. Other than that it's 4 bolts that holds the whole assembly together.

Yes, the water inlet unscrews from the main pump unit. It appears to have a threaded collar down at the base of the inlet right onto the pump.
