If water is collecting on the top of the unit, it would indicate that there is possibly air leaking in through the window (check installation), an excessive amount of moisture in the area or an insulation problem inside the cabinet. Thank you for your question. Usually the only place to get the compressor HP will be on the compressor itself. The HP rating should be stamped on the compressor. The HP rating will usually be just slightly higher then the BTU rating. For instance in a 12,000 BTU unit, it will probably have a 1.5 HP compressor. There are various timers that can be used and not any recommended specific timer. I hope this will help you.
