Glad to help out. I'm looking at your model number 58052450200 and to check the capacitor will require the use of a volt/ohm meter. I recommend having a technician make these checks.  If the compressor is not running, it could due to several components listed below.  The overload, capacitor, the control board, the sensor assembly, the compressor itself can be the problem. The sensor should cycle both the motor and compressor off and on. If the fan motor does start, it would indicate the sensor is working. If the compressor still won't start but does run properly when power is applied manually, it would lead to the board again. If the compressor still won't start, I recommend having this checked by a technician. I trust this information will help you.

I understand your concern about it not shutting off when the humidity has dropped to the desired level.  I will be happy to help you with this. 
 
In this case it sounds like the humidity sensor has failed. I have included the blue link below to order the replacement part. The part has been substituted by the manufacturer and may look a little different from the original.

Also, the fan speed stays the same speed if it set it on high or low, and it will not shutoff if i put it on the 3 or 6 hour mode.

Thank you for your quick response and for the additional information. When the humidity sensor fails, the dehumidifier will continue running regardless of the program settings. However, if the sensor does not correct the speed control problem, it will be time to replace the dehumidifier.  Major components such as the fan motor, the main control board and the display board are no longer available.

I am sorry and do understand your frustration when you are having trouble with the dehumifier.   The humming noise is one of two problems.   Either the motor or the compressor.   You say the fan is running well so have to assume it is the compressor.   I have a link at the bottom that you can click on.   Sorry to say the compresor is available and the motor for this model is no longer available to get.
