Sorry to hear of the issue you're having with the engine on the generator, I know how frustrating that is to have occur.
Due to the age of this generator, we no longer have access to most of the literature that's model specific. However, a few things could cause the engine to surge. The most common is the air fuel mixture. I recommend running the engine and slowly turn the choke on. If the engine smoothes out when doing this, I recommend adjusting the carburetor. If that does not help, I recommend spraying carb cleaner around the carburetor gaskets and the intake gaskets while the engine is running. If the speed of the engine changes there, is a leak in the gasket and should be replaced. 
Oil spraying out of the overflow could indicate either the oil was overfilled, or fuel is migrating past the cylinder and ending up in the oil sump. This could be cause by a stuck needle within the carb or a fuel logged float. I would check the oil to see if it's thinned out or smells of gas. If so, do not run the engine until the carburetor is service and the oil is changed.
I would take the carb off if it hasn't been cleaned in a while and do a good cleaning on it. Have a full can of carb cleaner, a wire brush, and a bread tie wire to clean the main jet. Brush off any visible varnish and then douse liberally with the carb cleaner. If you have an air compressor, use compressed air to shoot out any of the crevises and air passageways. 
Due to the age of the unit, I was not able to identify the engine model to help you with the parts. I know its a Tecumseh engine, but my documentation does not clarify the model number. It should start with 143.

Josh, Thank you for the recommendations. I appreciate it. The actual model number is 143 826102. I was also trying to find the owners manual, so that I can figure out the oil capacity. I am not having any luck finding it on Tecumseh's website either. Thanks, Chad B.

Thanks for the response Chad. The oil capacity should be around 1 quart, give or take a little. Usually a little less than a quart. 
I wasn't able to find the owners manual for this engine either, but I was able to locate a service manual for the Tecumseh small engines. Hope this may be beneficial.
