I am sorry to hear of the issue you’re having with the snow thrower wheels not moving. I know how frustrating that is.

There could be a few things that would cause the snow thrower not to drive. I recommend checking the drive belt first.  If the belt is fine, next check the drive cable tension. Just pull the drive handle down. The cable should be tight. If it is not tight, check the routing of the cable. If the belt and cable are fine, I would suspect a failed transmission.

In order to find or locate the engine parts, you will need to identify the engine model number. In this case, it's a Tecumseh engine, and the model is 143.784032.
The rewind starter assembly has been discontinued, but some of the replacement parts are still available depending on what's needed.
There is also an electric starter for the engine, it prices at about $150. I have included two blue links below that you may click on to see the options for both.

In regards to the Service Centers or having a Technician come to the house to perform the repair, we recommend you contact SearsHomeServices. That way you wouldn't have to worry about hauling the snow thrower due to lack of having a truck and can just have a tech come out to the home to help with the repair if needed. Some retail stores will ship the product off to be repaired. If you can pull the rewind starter, you may be able to take it to a local retail store for a satellite repair. 

The closest match to a manual I found for 536.886500 is for model 536.886520. Usually models within the same model base (536.8865*) would be the same, and the general care and maintenance should apply. Hope it helps.
