I have attached the directions to replace and adjust both belts on your snow thrower. If you have any further questions please let us know.

Check to make sure the shear pins are not broke as it could be that they are but they are catching just enough to turn and move a little bit of snow. Usually it's pretty obvious if they're broke because in most cases the auger will not turn once they break.

In order to find or locate the engine parts, you will need to identify the engine model number. In this case, it's a Tecumseh engine, and the model is 143.784032.
The rewind starter assembly has been discontinued, but some of the replacement parts are still available depending on what's needed.
There is also an electric starter for the engine, it prices at about $150. I have included two blue links below that you may click on to see the options for both.

In regards to the Service Centers or having a Technician come to the house to perform the repair, we recommend you contact SearsHomeServices. That way you wouldn't have to worry about hauling the snow thrower due to lack of having a truck and can just have a tech come out to the home to help with the repair if needed. Some retail stores will ship the product off to be repaired. If you can pull the rewind starter, you may be able to take it to a local retail store for a satellite repair. 

The closest match to a manual I found for 536.886500 is for model 536.886520. Usually models within the same model base (536.8865*) would be the same, and the general care and maintenance should apply. Hope it helps.

It doesn't appear this Tecumseh engine uses a fuel filter, I don't see one in the parts breakdown for it. The primer bulb does have the hole in the center of it, so I wouldn't suspect that to be an issue. I am suspecting that if it starts after priming with choke, it would point to an issue with the carburetor. It could have a clog or partial clog in the main jet, preventing a free flow of fuel. When you prime it, you are manually putting fuel into the carb, but once started, if there was a blockage in the jet or an issue with the needle and seat, it could cause that issue.

I would recommend pulling the carburetor and give it a thorough cleaning with carb cleaner, a wire brush, and an air compressor to shoot out the passageways and main jet. That will more than likely solve the issue.
