It should be reattached with the casing how it is. It could be the cable is damaged. The cable could need to be adjusted. At the end of it should be a bolt that can be adjusted.

I am sorry to hear of the issue you're having with the snow thrower's drive. I know how frustrating that is.

Since you have replaced the belt and inspected the friction wheel, it could be that either the cable or the friction wheel are in need of adjustment. The friction wheel adjustment is covered on page 21 of the manual, and the cable and belt adjustments are coverd on page 19. I would suspect that you're issue will be with one of these.

You are exactly correct; the carburetor definitely sounds at fault, especially with old gas left in the tank. You more than likely have an internally blocked air passageway or a clogged fuel jet that wasn't completely cleaned during the cleaning. 

For the cost of the replacement carburetor versus rebuild kit, the rebuild seem much more economical. However, if you don't do a thorough enough cleaning during the rebuild, you will continue to have issues with the carburetor. So you have to make sure you get all the varnish out and clean the crevices the first time, or it will break free and reclog the carb during operation. 

The carburetor is part number 632370A, and the rebuild kit is 49-230.

after reading your response i removed the carb. and disassembled it ,and recleaned it. upon removing the float bowl and the float itself i noticed somthing in the hole where the small needle that is attached to the float goes . i removed whatever it was that was in that hole . after removing it somthing tells me that i should not have . my question is ,what do think it was in that hole and if it was something i should have left alone and if it was ,is that part included in the rebuild kit .thanks Ray
