If the cable will not reach the lever, it might be hooked on something under the cover. I recommend tipping the snow blower onto its nose. The bottom of the snow blower should have an open area that you can reach in and feel the cable. If the cable is looped around a bolt, unhook it, stretch the cable out, and connect it to the lever. It will also help if you remove the lever from the handle when. Once you have the lever removed, connect the cable to the lever. Then reinstall the lever to the handle. If you leave the lever on the handle, you have to stretch the spring to reach the lever. If it was not tight, the cable could come out easily when the lever is released.

Thank you very much for the instrctions. It is not hooked on anything that I can see. Maybe I am an idiot and have misplaced part of the snow thrower. Page 21 of the manual lists "the cable boot, if equipped." I assumed this meant this part may or may not exist for my snow thrower. However, pages 36 & 37 of the manual list a Clutch Spring Boot, an Upper Control Cable and a Control Adjust Bracket. So my question is, should I have these 3 parts? If so, this would explain why the cable does not reach. It also means I need to go searching for them and/or buy new ones. With a two little children who like to "play" with everything, searching for the parts will be fun!

Thank you for the reply. According to the parts list your snow blower should have the boot, control adjustment bracket, and the upper control cable. I am sorry but the rubber pads on the auger are not replaceable. I am not sure why they are not available for new snow throwers. I used to replace them all the time when I lived in Illinois on older models.
