Thanks for the inquiry and for being a valued member.

This Craftsman engine made by Tecumseh is equivalent to the TC300 engine. I have linked the service manual below that describes the governor and linkage starting on page 25.

Q:

Engine won't turn over 536292522 Craftsman Cultivator

A:

Thanks for the inquiry and for being a valued member.

I am sorry to hear of the issue you're having with the cultivator. I know how frustrating that is.

I would start by taking out the spark plug and trying to pull the starter rope. Taking out the plug will remove the compression from the engine. If it still doesn't want to pull with the plug removed, there will be something binding in the rewind starter, and it will need to be taken off and fixed or replaced.

If the starter does pull with the plug removed, there could be an issue inside the engine. It could be fuel logged (carb flooding cylinder), or you could have a seized piston. If fuel comes out of the plug hole when pulling the rope, you likely have a carburetor issue. This engine is equivalent to Tecumseh's TC 300. I have provided the service manual below.
