How to replace breather reed part #697124 28R7071120E1 Briggs&stratton Engine

I don't see that this engine has a breather reed part number 697124. It does have a breather assembly, which is part 495735. It mounts to the side of the engine near the head. You can also follow the breather tube to the engine. There will be two screws holding it on. Disconnect those and you can remove it and replace it.

There is not a belt specific adjustment, but you can adjust the clutch as well as the speed control. These would impact the belt. This is covered on page 31 of the owner's manual. 

I would also make sure the belt keepers are about an 1/8" away from the belt. If there is no improvement after the adjustments and belt keeper checks, I would recommend replacing the belt.
