If the carburetor is new, I agree with checking the carburetor adjustment. This tractor uses a Craftsman 143.416072 engine which is equivalent to the Tecumseh TVXL220 engine. I have linked the service manual below that shows the carburetor adjustments on pages 15 and 16.

I am sorry you are having a problem with the mower. If the belt is not tightening up when you release the clutch, I recommend checking the belt routing first. The image below contains the instructions for adjusting the belt. Just click in the image to enlarge it.  You can also see how the spring and idler should be positioned. If the belt is installed correctly, I recommend adjusting the clutch rod. First, just disconnect the clutch rod to be sure the belt will tighten up. If it does, go ahead and make the adjustment. The instructions for adjusting the clutch are also in the image below.

If you do not feel confident repairing this problem yourself, then you can have it repaired at your home by a  Sears technician.  Here is a link for the website:  Sears Home Services

Ouch, this answer really misled me!!!! result, $190.46 Sear's Technician's Charge later, I learned that the Owner's Manual Image you pointed to in the "image below" is wrong as to where the spring (part #61) gets hooked on to the idler (part #59). It does not hook into the slot where part #29 goes thru. Rather, it hooks in to the hole inmediately to the right of that otherwise there is insufficient tension on the belt. Something the Sears Technician spotted right away as I had installed the rest of the motion belt perfectly. O.K., so I called the Sears Customer relations department and their response was that they are not responsible for the Craftsman Manual, despite it being a Sears branded product. Who, would you say should bear the burden of following your mistaken advise, even when done without the intention to mislead? After all, you are the Experts, right? A refund from somebody would be nice.... Tony. Tony.

The shift rod to the transmission and the clutch rod are both adjustable on this model. It sounds like you need to adjust the shift rod first. The nut that attaches the shift rod to the transmission link can be removed from the transmission link and screwed farther on the shift rod or backed off as needed.

The clutch can be adjusted the same way where the clutch rod attaches to the idler arm bracket.
