I am sorry you are having a problem with the sweeper. If the wheels will not turn on the sweeper the problem could be the wheel is rusted to the shaft or the brush axle will not turn. I recommend removing the wheel first. To do that you need to remove the hubcap and nut. Once it is removed, try to slide the wheel off the axle. You may have to wiggle the wheel side to side to get it to come off. Once it is removed, take the gears and chain off. If the chain is rusted, I recommend soaking it in some penetrating oil. This should help free the chain up. Then squirt some oil on the brush shaft near the bearing. Then try to turn the brush by hand. If it is free, apply some grease to shafts and reassemble the chain and gears. Once they are reinstalled try to turn the brush. If it is still moving, I recommend reinstalling the wheels. Then check the operation. I posted an image below that will aid in taking the unit apart and putting it back together.

I am sorry you are having a problem removing the nut. Without a model number, I am not sure what style you have. If the axle is turning when you try to loosen the nut, I recommend trying to loosen the nut with an impact wrench. The hammering of the impact wrench should remove the nut. If the axle goes from one side to the other, you can try to hold the axle from the other side. If this does not work, please reply below with the model number of the sweeper.

Thank you for adding the model number. If the axle is turning when you try to loosen nut, I recommend trying an impact wrench first. If that does not work, you need to cut the nut off. The best way to do that is with a cutting wheel on a die grinder or Dremel tool. Once you have the nut cut off you will need a new nut and wheel housing. The parts can be ordered from the link below.
