If the blower wheel is slipping on the motor shaft replace the blower wheel and clamp.

Based on your symptom and details, the water level pressure switch is faulty and it needs to be removed and replaced.

I added an image below with information and instructions. NOTE: Disconnect the power cord from the power source before accessing the water level pressure switch.

The water level pressure switch is part #5303209894 which can be ordered and shipped to you from Sears PartsDirect

How do I replace Model # 417.99370120 dryer belt

A:

Unplug the laundry center to disconnect electrical power. Remove the top lid on the dryer as shown in the first image below. Remove the access panel and release the console. You may also need to remove the heat shield to retrieve the broken belt if you cannot pull it out from the back with the back access panel removed as shown in the second image. Loosen or remove the front panel and work the new belt over the drum. Position the belt through the idler pulley and over the motor pulley as shown below. Reassemble and test the dryer.

These tips should help you replace the dryer belt on this laundry center. If you need more help, resubmit your question with additional details.
