It sound like that felt seal on the side of the drum. When that seal wears down or fall out of there the cloths will get stuck in between the unit and the drum. I recommend replacing that seal and it should solve your issue.

Dryer fails to start

Thank you for your question and I understand your concern. 

If the motor makes a humming noise when start is pushed, I suspect there is a friction issue preventing the motor from starting. Try to manually rotate the dryer drum slowly. If you can get it turn 1/8 of a revolution, shut the door and see if will start. If the drum is hard to rotate, there is likely something jammed in the blower wheel housing.

On the back of the dryer behind the motor is an inspection cover. Disconnect the power cord from the power source and then remove the small square cover on the back of the dryer. Look at the belt, belt tensioner to see if the belt has jumped off and is wrapped around the motor pulley. Carefully reach in and see if you can manually rotate the motor pulley. If you cannot rotate the motor pulley and the belt is Okay, a small piece of clothing may have got past the lint filter and was sucked down the lint chute and is jamming the blower wheel. The blower wheel housing is located near the front of the dryer. If remove the panel from between the bottom of the dryer and the top of the washer, you may be able to access the blower wheel housing. If not, then the front panel on the dryer will need to be removed to access the blower wheel. You may want to remove the lint screen and look down the lint chute and see if you can find what may be jamming the blower wheel.
 
I added an image below with the basic procedures of accessing the blower wheel.  Look over the instructions and if you do not feel confident in diagnosing and completing the repair, I strongly suggest calling a service technician to diagnose and repair your laundry center.
