Thank you for a good description of the symptoms. From what you described I recommend replacing the watervalve. The watervalve is what should hold the water pressure back until you start the washer. If you have to shut the water supply off to stop the flow then you will need to replace the watervalve. The watervalve is what the fill hoses are connected to.

The model number you provided is not coming up so I am sending you the basic Whirlpool washer access instructions for you to follow.

Remember to disconnect power to the washer before attempting access.

You will be using a putty knife to release the clips holding the console down. After flipping the console up to the service position you will see the large metal clips holding the cabinet to the rear panel. Use a flat blade screwdriver to pry out. Unplug the lid switch now.

Follow the rest of the instructions provided in the image below. You will see the watervalve on the rear panel of the washer.
