Yes, it is normal to have a small amount of movment or wiggle within the connection between the valve body and bypass. The O ring and tube will fit together to create a seal as long as the two tubes are straight and square. If you suppect your turbine is not turning correctly, I recommend you check the area where it's mounted for debris or mineral buildup. Here is the link to a owners manual that has some basic service and install info that might help you. You may also use the model number off of your softener to search for th exact manual or for parts if need them.

I know that some features on your water softener can be very confusing. On this model with the bypass valve is closed, it means that it is allowing water into the softener.  Since you are trying to service is you need to pull open the valve.  This will stop the water from coming into the softener, but not the house.
