Thank you for your question.  I am sorry you are having a problem with your refrigerator ice maker.  This is an unusual problem and messy to clean up.  You may want to reply below with a model number for further assistance. 

My first suggestion would be to remove the wire harness with two wires that goes to the ice maker water valve.  When the wires are removed if the water continue to flow then the water valve is stuck in an open position and needs to be replaced.  If the water shuts off but starts back when the harness is replaced then the fill switch/ice maker is likely at fault.

If there is a frosting condition on the back wall in the freezer, the heating element # WR51X465 could be the problem. As the frost builds, the air flow to the fridge section will be reduced. Got the maker to cycle but it is not pumping water -- took hoses off and cycled still not water. If I replace the valve will that allow the ice maker to work again or should I repalce both?

Thank you for your question. I know it can be disappointing when the icemaker stops working. If the icemaker will fill and then harvest the ice if cycled manually, it will indicate the thermostat inside the icemaker has failed or the freezer temperature is not cold enough (below 12 degrees) to cycle the icemaker. To check the temperature, place a thermometer between some packages. Air temp is not a good check. If the temperature is ok, I recommend replacing the complete icemaker # WR30X10093 rather then the thermostat. Parts are expensive and then you still have an old icemaker. It's also much easier to replace the icemaker instead of taking the icemaker apart. I hope this will help you.
