Your details indicate that you could have a wiring failure or a problem with the oven control thermostat. A failed oven temperature selector switch could also prevent the element from heating. It is unlikely that you received a bad element.

I looked at the parts listing for this range. The oven control thermostat (part WB24X0176) and the selector switch (part WB22X5122) are no longer available. You can unplug the range and check the wiring between those components and the bake element. Based on the severity of the short circuit that occurred when that bake element failed, you could have some wiring that was damaged. If you find no problems with the wiring, then you likely have a failure in the control thermostat or the selector switch. Since those components are no longer available as replacement parts, you will probably need to replace the range since it cannot be repaired in that situation.
