Your symptoms point to a weak bake igniter in this situation. The theory of operation for the oven burner ignition system on that range is shown in the image below. Here is a video that illustrates that process. I suspect that the igniter is glowing but is not heating to the point where the resistance is low enough to allow the proper current flow through to the safety gas valve when the bake burner fails to heat properly. This range uses the same igniter for the bake and the broil burner. You can unplug the range and switch those igniters. See if the bake burner will heat properly when that broil igniter is installed on that burner. If it does, then replacing that bad igniter should fix your problem. The part number for the igniter is WB13K21. You can order that part from this page: Oven Igniter for Kenmore Gas Range Model 362.75629302 . Be sure that you unplug the range before accessing and replacing internal components.
