I posted an image below that shows the information on that cut-off valve on the regulator. It also shows the theory of operation for the ignition system in the oven. Since the ignitor is glowing when you start the oven, this indicates that the thermostat, the safety gas valve and the wiring are apparently okay. The ignitor is heating but it is probably not heating to the point where enough current flows through that circuit to trip the safety gas valve. This brief video illustrates the operation of the ignition system: Video: Gas Ignition Operation. Since the igniter glows but the burner does not ignite, it is likely that you will need to replace that igniter (part WB13K21). You can order that part from this page: Oven Bake Ignitor for Kenmore Range Model 362.75171790. Be sure that you unplug the range and shut off the gas supply before accessing internal components and replacing parts.
