I checked the technical information for that model of range. There is not a mechanical locking device or mechanism that could be preventing the cook top control knobs from being used when the oven is being used. This is an unusual symptom. It would be rare for a surface unit gas valve to fail in this manner. It would be even more unusual for all of the gas control valves on the range to fail in this manner at the same time. I recommend that you try to physically verify this complaint if possible (if you have not already done so). If the control valves are actually behaving in this manner that you are describing, I recommend that you have a service technician diagnose and repair the failure.
